The
Independent Review of Administrative Law (IRAL) "was established following the Government’s manifesto commitment
to guarantee that judicial review is available to protect the rights of
the individuals against an overbearing state, while ensuring that it is
not abused to conduct politics by another means or to create needless
delays."
Terms of Reference The IRAL ran a Call for Evidence from 7 September to 26 October 2020 - Independent Review of Administrative Law - Call for Evidence (PDF, 678KB, 12 pages).
The IRAL Panel is examining
a range of data and evidence, including the
submissions from the Call for Evidence. They will put forward options
for reform to the Secretary of State for Justice and to the Chancellor of the Duchy of Lancaster.The word "including" is to be noted. It appears that the review will have "data and evidence" other than just the submissions resulting from the Call for Evidence.
A considerable number of responses have been sent in to IRAL and are helpfully collected by the UK Administrative Law Institute - - Collection of responses to IRAL The Institute comments - "Given the decision of the Independent Review of Administrative Law
(IRAL) not to make publicly available responses received as part of its
call for evidence, UKAJI has decided to bring together in one place IRAL
responses which have been made public."
