Coronavirus - restrictions imposed in parts of the North of England

Updated - 31 July (1750 hrs) and 4 August (1530 hrs) and 8 August (0730 hrs):

The government has issued information about new rules on social gatherings to be effective from 31 July in certain parts of the north of England - New Rules on gatherings in some parts of Northern England.

This states that - "The government will sign new regulations to make these changes legally enforceable."

This webpage begins - "An outbreak of coronavirus (COVID-19) has been identified in parts of Greater Manchester, East Lancashire, and West Yorkshire. The government and relevant local authorities are acting together to
control the spread of the virus. From 31 July 2020, if you live in these parts of Greater Manchester, East Lancashire and West Yorkshire, you should follow these rules when meeting people who you do not live with. Separate guidance advises on the similar rules imposed in Leicester."

Local restrictions: areas with an outbreak of coronavirus (COVID-19) 

On the evening of 30 July (at 2034 hrs), the Mayor of Greater Manchester (Mr Andy Burnham) issued a statement - "Over recent days, there has been a marked change in the picture across Greater Manchester with regard to the spread of Covid-19" - Statement - Mayor of Greater Manchester.

Burnham continued - "We have gone from a falling rate of cases in nearly all of our boroughs last week to a rising rate in nine out of ten affecting communities across a much wider geography. In Rochdale, the one borough where cases have fallen, they are still too high.

We have always said that we will remain vigilant and be ready to respond quickly should the need arise. In line with that approach, I have agreed with the Health Secretary that it is right to act on the precautionary principle and introduce modest measures now to bring down the rate of new infections."

Update 1

Update 2

Four clear days after the announcements referred to above, the government has made The Health Protection (Coronavirus, Restrictions on Gatherings) (North of England) Regulations 2020- (SI: 2020/828). They come into force on 5 August 2020 and apply to an extensive "protected area" defined in Regulation 2 - (Greater Manchester, parts of Lancashire and parts of West Yorkshire).

These Regulations impose restrictions on gatherings of two or more persons in private dwellings in a protected area in the North of England, and impose restrictions on other gatherings of more than 30 people in that area. They also impose restrictions on persons who live in the protected area participating in gatherings of two or more persons in private dwellings outside of that area.

Regulation 5 places restrictions on gatherings (of 2 or more) in private dwellings. There are specified exceptions.

Regulation 6 defines Linked Households.

Regulation 7 places restrictions on gatherings (of 30 or more) in other places.

Regulation 8 deals with enforcement, Regulation 9 with Offences and Penalties, Regulation 10 with Fixed Penalties.

These Regulations amend other Regulations - see Regulation 13 for amendments to The Health Protection (Coronavirus, Restrictions) (Blackburn with Darwen and Bradford) Regulations 2020.
